Ilsur Metshin was elected Mayor of Kazan in 2006. Kazan citizens trust him to manage the municipality for four elected terms in a row. During this time, Kazan has made an incredible leap in its development, has become one of the most popular and comfortable cities for living in Russia, and has also gained wide international fame.

Ilsur Metshin is the chairperson of the Association of Cities of the Volga region, Associate Vice-President of the Union of Russian Cities and a member of the Presidency of the Association “Council of Municipalities of the Republic of Tatarstan”. 

He has been elected to the supreme body of party management, the General Council of the United Russia party.

The professionalism of the Mayor of Kazan is highly appreciated by international experts. Since 2006, I.Metshin has chaired the Eurasia Regional Section of the World Organisation «United Cities and Local Governments» (UCLG-Eurasia) with headquarters in Kazan.

Ilsur Metshin is actively involved in the work of such international organizations as the League of Historical Cities, the Metropolis World Association, the Asian Mayors Forum international non-governmental organization, the Organization of World Heritage Cities, the International Assembly of Capitals and Major Cities, the Coordinating Council of the Milan Urban Food Policy Pact and others.

In 2019, the Mayor of Kazan was elected President of the UN Advisory Committee of Local Authorities (UNACLA) and in 2022, he was re-elected for a second term.
